Managed Care Consumer Assistance Program (MCCAP)
The Managed Care Consumer Assistance Program (MCCAP) assists New York residents with accessing healthcare. Led by the Community Service Society (CSS), MCCAP consists of a network of 12 community based organizations (CBOs), covering every borough, who work with families, the elderly, and individuals who struggle to navigate the complex health care system, including coverage rules, complaints, appeals processes, and medical bills.
MCCAP uses a "hub-and-spokes" model: CSS acts as the hub with its live, toll-free helpline; while advocates at 12 CBOs serve as the spokes. The advocates are trained and supported by CSS.
The toll-free live answer helpline operates Monday to Friday from 9 am – 4 pm.

MCCAP Services Include:
- Helping New Yorkers understand their coverage, such as Medicaid, Medicare, Essential Plan, CHP, commercial or employer-based health insurance.
- Assisting clients with accessing benefits such as prescription drugs, or routine and specialist medical services.
- Helping New Yorkers resolve health insurance problems.
- Helping uninsured clients identify and access sources of free or low-cost care.
